You are setting too many dvars. More importantly, you are forcing too many dvars into the config string pool. Every single call to makedvarserverinfo forces a dvar into the global string cache. You overflow the table when you go crazy with a huge list like that.
Zombies is even worse than multiplayer for that type of thing since there are so many triggers and critical UI strings...

1: Many of those dvars will simply freeze you once set.
2: I dont know the exact number of config strings you have but its not even close to that many
3: Many of those dvars are evaluated before your init script is called, therefore they will have no effect.
