Are you high?
Happy I cant see the code in detail, so I have re-typed what it should be...

Nuketown()
{
level thread RemoveSkyBarrier();
CreateZipline((-17.6377, 1022.28, -82.7595), (475.327, 249.652, 68.852Cool Man (aka Tustin), 4, true);
}

copy n paste that see what happens - if that doesnt work, then I have no idea haha
I think I got your numbers right...

on a bit of a side-note, shouldnt the skybarrier be in your init(), not in a function?

lol, in the main.gsc file, in the init() is where you normally put the skybarrier function so it is only called once in a game and not within other functions (in your case, the nuketown function). so usually it is;

init()
{
level thread RemoveSkyBarrier();
level thread onplayerconnect();
}

in case you are wondering, this is just under all the includes at the top of your main.gsc file
