Get Ps3 tools,install it
Go to update finder type in your Bles\Blus code,it will download the update.
Right click the package and you should be able to extract the contents.
In there you find t6mp_ps3.self,right click it and it will create a t6mp_ps3.elf.
Ps3 tools installs a number of Ps3 modding tools.
What Blops 2 modding Program ?
The last one only worked on 1.04

Haven't seen a clean elf file yet...
And you can't use Choco's modding tool for it, as that tool was for only 1.04

go find enstone's modding tool

that only works for multi-player i believe

no i think you can mod everything with it
