You need to place a turbine at the power door that is directly behind you after dropping down into the place where the power switch is. Then get to the safe, blow up the first door, the second door is opened (because of the turbine placed at the power room), then blow up the 3rd. Inside is where you build and use the pack-a-punch.

Keep in mind the turbine might run out before you get to the safe, in which case you need to get another one.
