Its your debug settings, but i dont know exactly what you need to have in debug settings for them to stick.

EDIT: A simple google search came up with what you need in Debug Settings. Next time try to google your problem before making a post.

Release Check Mode > Development Mode
Boot Mode > System Software Mode
Network Settings for Debug > Single Setting
