With editing your custom classes using MP&CM editing, could we set a 4th perk as an equipment? Or a 3rd gun? Just a dumb question..

Yes you can, but it wont stick after once you install the patch.

But, i could use in in like, a pro-mod lobby? As i having deep-impact and steady aim? or any combination?

did the 3 guns, 4 perks work.
i've just finished making a mod menu, it's actual sick.
you get modded stats, 11th prestige plus all the mods such as god mode etc, oh and by the way. it's a menu scroll.
