It's sarcasm. Seeing as how BO1 was incredibly limited, then BO2 allowed for GSC modding, BO3 should be the pinnacle of creativity. :p It's like they loosen the the security of the game in order to opt for better banning systems.

I do believe GSC will be available on BO3, but it may take a while to find how to do it. It came out a less then a year ago on bo2.

CFG is possible on every COD, but for newer CODs you have to inject it. Unless you can put it in a fastfile. Like on AW I made a injector for it, but CFG appears to be really limited, idk to much on CFG modding anyway but most of what I tried didn't work. Only things like binds worked.
