As of now there only PSN bans so you are able to make another account and then use again. Hope this helped

last hotfix will not permaban console but u just can't enter black ops servers, i think its just an account ban, but we don't know a lot about this update.
i was one of them, i get banned and i can't join black ops servers, but if i create a new user on my ps3, i can , so its not a console ban, but a simple account ban o even just a new update that will patch xp save..
