I normally play in parties obviously. Five of them are on west coast and me and the others midwest or east. So typically they host. When someone from west has four bars I will have three and vice versa. My issue is when one particular member is in the party the lobby is noticeably lagggy
So 1.) Why can't we all have four bars at once?
2.) Can one person make the party laggy?(he is on west coast too btw)
To answer your question simply yes but it not that simple
1.
Due to the complex nature of things it very hard to give everybody 4 bars. Because of the delays certain users have higher delays to areas then others.
Are other factors like your network adding a delay that the game can't see and your QOS being rubbish.
Add the fact in you have loads of different locations into the mix it can be hard to balance it so everybody gets a 4 bar.
A reason why ded servers work is because loads of servers located all around so you can pick the best one for you.
Game could do it but it would mean longer delays between looking for games.
Are other factors too which limit what games you can join , what your nat types are compared to each other.

Due to how the matchmaking and lag compensation work they can do.

A number of users on west coast and others midwest or east all going into a party together. The game tries to match people as local as possible....the more locations the harder it is to find a good host for most players.
So what the game does tries to find the most neutral location to which to pair you with.
If most players are hosted on one side the game finds a game which suits them over the odd one out.
When i play with a certain group of users i get host. One from holland one from scotland. I get host 90% of the time in that party because am in the centre. When i play with users from ireland and the UK i also get host again am in the centre. When i search solo i get host 40%.
Most of the time i get when i search solo french , dutch and UK users sometimes other euro nations.
I played with a West coast American users before now and i was the only brit in the lobby. It was quite painful being on a 2 bar

Been in lobbies with germans on a east coast US host and it runs flawless. Also been playing with my irish friends in them lobbies no problem.
I been the host of the party and searched for a game with a west coast American with me. And he gets the 2 bar vs euro players.
Played on east coast hosts and it quite bad it depends what state they are in.
If your playing late your likely to be in lobbies which don't suit you as the game tries to find matchs and goes for the second best.
MW3 uses a netcode system which tries to lag compensation. However it tires to lag compensation on all users and give them the same lag vs the older system where it would only work for the host vs what the others see.
Lag compensation used in COD is called rewind where it well rewinds the clock on what going on.
Much debate if the current system effects the host or not in the numbers. IW have recently say it a bug which made the host have a delay more then before.
Some users think that IW did add the host into the lag compensation numbers.
Lag compensation is in all games in different forms , other devs deal with lag in different ways.
Reason why lag comp has so many issues in this game it poorly done for the environment. E.g the code not good enough for what happens.
BUT that the theory....however due a couple factors it does not always work too good.
First one is the fact ping changes alot , it flips up and down it very hard to for the game to keep on top if your ping keeps flipping around.
It also very hard to pin point if somebody a good host or not..or match.
Example on wireless my ping is quite high due to the packet loss and the delay of being wireless, on wired my ping halfs. When i play MW2 on wired it searchs for 10-50ms games over wireless 75ms +.
Most cases COD does do a good job at a complex task.
Can they cause a lobby to lag yes if the game decides that the most neutral player in the party.
IW are in the process of tunning the matchmaking for parties and have done in the past couple of patchs.
A reason why server farms are located in certain locations , give the best result to the most users.
I get the best result to the following types of servers. UK , EU and East coast USA.
And a reason why i try to avoid playing with Americans from the west coast or east coast on online games.
I get quite a bad result off them.
But wait you said east coast why it not the best connection in the world but i can still play it. If it under a certain delay to the host.
Most of the time COD gives me a connection which is quite high but still playable on a east coast host.
Play enough FPS your know the feeling, getting a game that is below 100 ping it runs fine. Anything higher then 150 ping it can be messy 200 + ping your going to find it hard going.
Ping is network delay btw
You can test your ping however testing it to one server does not mean you always get 100 ms ping to certain locations. It best to take a overall average....it also best to ping far away to whatever in reason.
Me i ping 500 miles on average as that general what i play against.
