What do you plan on paying because alot of those features you want aren't cheap if you want a working system. Not to mention this is beyond the scope of a "homepage"

You didnt answer what I asked. Not to mention you are not looking for a homepage. You want a website with management software. That's not the same thing.

has many features also can add a forum download paeg an much more..unless you want a whole custom php dashboard.. either way you should contact octolus on ngu Winky Winky
