YouTube purposely freezes at 300, 600, and 1000. They have a program that checks to ensure that the views are legit. Problem is, it isn't 100% accurate and so if a video suddenly becomes popular it will freeze.
YouTube just needs to make it so that if a video is caught boosting views the views are reset a day or two.
