does this menu have a garage editor ?

Im not sure what you mean ...are you refering to a garage bypass ? You can spawn vehicles you can upgrade vehicles with all individual componant options also rgb colour input and coloured chrome rgb input .
Iff the vehicle you are after isnt in the presets it can be manually inputed via spawn vehicle option iff you have the code for the vehicle you are after .I hope that helps.

I mean the ability to spawn cars into your garage and upgrade and paint them in garage spots

this does not have it i purchased it today, you can spawn into cars but not in your garage spots
