You just got scammed. Do a chagrge back on PAyPal or go to your bank if thats what you used and tell them the website you paid didnt give you what you bought and they will choose to dispute it and refund you or not

Just ask it to a friend or try to find someone irl to jailbreak your iPhone. Or do it at yourself it isn`t that difficult.
