The only way to have the device unlocked is to contact the original owner, and 1) have them remove it from their iCloud account (through find my iPhone) or 2) have them put the password in. I would suggest trying to use Siri to "Call Home" or "Call Mom" to try to return the device to its rightful owner, or bring it to local law enforcement. Remember that devices are tracked, and if it is lost or stolen, they can, and will track it to you.
