By patches you probably mean cfg patches and you just need a fast file editor and its the same concept of editing in notepad++.
By Patches you could also mean 1.11 in which is an advanced modding articulate. You will need an ff editor and programming skills so yeah if thats what u mean.

No You just copy and past in to notepad and they all look the same
Dont see the point in releasing the same thing over and over and calling it yours
all they do is change a few colours and dvars >:<
