So about a week ago I saw RiftenModzHD's moving shader video and I thought to myself wow! I didn't know that was possible the only thing I didn't like the way he had done it (it wasn't very clean, in my opinion) so I looked at his code and coded my own version.

All you gotta do is add the codes above to your menu!
If you already have a shader delete it
If you don't have a shader put this in your open VSTR
