A4-3400 + HD 6570 is not enough for GTA V at 1080p.

CPU: At least a FX-6300 or i3; I'd recommend i5 or better.
GPU: At least a GTX 950 / R7 260X to play medium-high settings.

You're going to need to spend at least $500-600 on a custom built PC to play GTA V on decent settings with a stable frame rate at 1080p. A $500-600 prebuilt will probably be able to play GTA V, but on the lowest settings at 30 FPS. If you can't spend more than $500, I wouldn't even bother trying to play GTA V.
