Nope, there are integrity checks on the Firmware Updates so it won't allow you to roll back to a lower Firmware version (Downgrade).

The only way possible for you to do that on 3.61 is get another PS3 with CFW/Rebug and install a modded patch and then Data Transfer everything from the CFW/Rebug PS3 onto your 3.61 PS3.
