evertime i try using my ps3 i keep getting restoring..... and every time i click ok goes**up to 48% stops for 10 mins or more and goes to 100% and i get a black screen any fix ?*

The restoring file system or do you mean like its in recovery mode doing this?

If its looped in fixing the file system, try to reinstall your cfw.
If it doesn't work or doesn't help:

try booting into recovery mode and select option "restore ps3 system"
This will format the drive and wipe everything(games,saves, etc)
When it is finished you will be brought to a black screen, asking for your last syscall(last cfw installed)
reinstall your cfw

if its in recovery mode or trying to format the hdd and it freezes at any time in recovery mode or after selecting an option/going through a process:
The hdd may be corrupt or damaged, try another known working one.

if i do restore ps3 system im i going back to 3.55 ?

No, it won't put you back to 3.55 unless you install 3.55..

It will remove your firmware and delete data files, then you will just need to reinstall your firmware.
