Several methods should work.
1. Disable firewall.
2. Check if DHCP-client has started. Click start - execute(run) - services.msc. Search for DHCP-Client and see if its started.
3. Registry check. Click start - execute(run) - regedit. Go to "HKEY_LOCAL_MACHINE\System\ControlSet001\Services\DHCP" Click on the right on "DependOnService" and confirm it has following values:"Tcpip Afd NetBT".

Report back if worked and what worked of the 3 methods.

All started? No... DHCP-client should run. Firewall off. And check your registry if it matches...

Also, if you got more ethernet adapters, disable all but the one you use for your connection and dont forget to run ****psn BEFORE you turn on your ps3...
