I changed thermal Paste no Luck it was Working but I don't know how to Reflow

Just open it up and take a look, by the way did you put new thermal compound on the cpu and gpu when you used the copper shims? You DO need to!

I only Put the Copper Shims on the RSX and the other one was new thermal paste from yesterday

I think you still need to apply new thermal paste every time you expose the CPU and GPU. That's probably your problem in my opinion, if I were you I would open it back up and replace the paste again.
