Because his game ID is the same as your game ID?
..I'm missing something. of course it is going to have the same game ID.
According to your screenshot, his play time is 29:06
I just checked the play time in yours and it is 30:35
Clearly this is his own work, and although he could have checked to see if it is already uploaded (something you have recently learned yourself), he did nothing at all wrong. You should remove that rant before you ruin his reputation.

He could have loaded the save, played it for a few minutes, resaved then uploaded.
