SW can import ZIPs but nor RARs. Two options here:
First, you can unpack the RAR file, than ZIP it with a program like, I think, WinZIP. Not positive on the name of the program since I don't use it or have it, and I don't create ZIPs.
Second, my preferred method, even for ZIPs. This will read like it takes more time, but once it's set up it's a cinch and saves time, at least for me, even with ZIPs especially if I want to delete resigned files and confirm I've resigned the correct ones:
Go to your USB stick, go into the PS4 save data folders until you get to the part where you see what Save Wizard reads as your profile. It's specific to your PS4 account - all your PS4 saves will save there no matter which PS4 you use as long as it's from your account. It will be a string of 16 letters and numbers. In that folder you should see CUSA number folders if there's save data in there, but you do NOT want to go into that folder for this step.
Create a folder in the same directory as that profile folder, with a random string of 16 letters and numbers. Easiest one to do would be "0000000000000000" without the quotes.
Unpack that RAR file, go into the unpacked contents of it, and pull out the final CUSA folder (the one where, inside of it, you see PS4 save files - sometimes if you go into a CUSA file that someone has uploaded you just see another CUSA file because of how they name or pack things). Take that CUSA folder and copy it into the directory you just made, 0000000000000000.
Fire up SW, and under the Resign tab you'll see that save, listed under the profile 0000000000000000. Right click it and you'll be able to resign it. No need to hit the import button, no need to work with ZIPs, you can delete it when you're done which makes it easier if you're working with, say, 10 or more files from the same game at once so you know what's done and what's not. Do not officially register that 0000000000000000 profile with Save Wizard, though, unless you want to eat up one of your three (I think) profile slots.
A lot of people prefer the first method though. Whatever you think is most convenient.
