In short; seller undertook a job, couldn't do it, gave me something completely unwanted instead, then didn't give refund.

Anyway, the refund's ok. That's not what I'm disputing. The thing is, he got on my account and downloaded stuff I never asked for/consented to, and as it says in the rules, that's ban-worthy. That's what I'm asking you (as in mods) to assess.
