Although I haven't encountered someone who wanted their account modded (luckily), but I can understand how frustrating it can be because I once had to fix my small brother and his friends prestige master account after they landed in an xp lobby with such high score per kill that it took me 2 days to get their accounts back to original scores in the leader-boards.

right click on the file, select properties, at the end see if there is an unblock button, click on it if its there, click ok and then try opening the tool again.
