What you are going to do (Windows 7) is press F8 at the boot up, this will bring up the menu that should say something like "Boot in safe mode" "Boot with CMD" and so on, if you choose "Boot with CMD" you should be able to then get on CMD, create an admin account and then do whatever you want.

Not 100% this works, as I haven't tried it, but when my computer crashed it brought up that menu, which made me think you could probably do this.
