Apparently there's three things I was supposed to unlock at Level 15 that haven't done so yet: Destroy Target Vehicle, Distract Cops, and Plane Takedown. Any idea why they haven't unlocked yet?

Are these missions from people such as Trevor, Lester... Since I'm assuming it's random or you could have been AFK and not accepted the mission.
