I created a new on but still saying I'm ban,you think maybe if I purchase a new copy of a gta disc should it make a difference??

In that case it means no matter how many new accounts you make they'll all say they're banned. It's called a "First Strike" ban. Buying a new disc won't fix anything. If you're on CFW get a brand new CID and that should fix it. At least that's what fixed it for me.
