1) go to this location:

3) get on top of the car and jump which will make you grab and pull your character up into the boat
4) you can no roam around and if you want to swim underneath the map then all you do is walk off the roam in the boat house and drop off
5) you will spawn in water and then you can just swim around where the water is under the map
