Edit: For those wondering how I accomplished this I used a Jailbroken PS4 with a disc version of the game and a program called PS4Cheater which is essentially Cheat Engine. Unless you have a PS4 on 5.05 Firmware or below you will not be able to do anything like this because Save Wizard does not offer advanced mode for this game due to it having an online mode. Please don't ask for special versions tailor made to what you want, this alone took several hours and a lot of having to start over due to trial and error and I really only did it for myself but figured I'd share it with others before I deleted it off my flash drive.

Without knowing the game at all, sounds like this save was edited using Save Wizard's Advanced Mode which yes, is a hex editor. You might find more in the PS4 game save modding section even if it's not specific to this game. Some games are pretty easy to edit, others not so much, but a value like materials should be easier than some others if you know the value, look for it and copy down all addresses where that value appears, change it in game, see which of those addresses show the new value, rinse and repeat until you nail it. If the address doesn't constantly shift you should get it in time. If you haven't edited hexadecimal before I'd look up some quick guides first so you can get a rough familiarity, but it's fairly basic most of the time.
