Did you extract it from the RAR file first? Save Wizard cannot read RARs.
If you don't have WinRAR, to extract RARs, download it. It's free. To make sure everything remains compatibile with Save Wizard, you'll need at least version 5.1. Later versions work just fine.
Inside of the RAR file is a CUSA folder, named CUSA11518 since that's the region you're downloading. One way to resign that is by using Save Wizard's Import button (if you have the Online version, it says Upload I think). But for it to Import, you should turn the CUSA folder into a ZIP file.
So if you have Windows, right-click the CUSA folder. Not the RAR, not the files inside of the folder, but the CUSA11518 folder that has PS4 files inside of it. In the menu that pops up after you right-click it, hover or left-click "send to". Then left-click "compressed (zipped) folder". Then you should have a ZIP file in the proper format.
Then go into Save Wizard, then the Resign menu, hit the Import button and choose the ZIP file you just made.
