I'm showing 13930 as the general CUSA for the EU region. Unless there's a difference between digital and physical in the EU for this title, then I'd guess Germany once again has a censored or otherwise altered version and hence a different CUSA.

As far as i know there is no censored version for Germany, the disc has 3 different age restrictions on it (UK, GER and EU general). The CUSA I mentioned is on the disc-case and on the disc.
I'll check later what CUSA the saves are.

Regardless of the reason, different CUSA means it won't work unless it's re-regioned. There could be any number of reasons for a different CUSA in the same region aside from the more common "pyhsical vs digital" reason, from content restrictions to stricter privacy policies to language differences if the game itself didn't sufficiently account for those.
