Did you resign it? And is CUSA09824 your exact CUSA? Just because you're EU doesn't mean your copy of the game shares the same CUSA, so check to make sure. A sure-fire way to check is to save one of your own games to USB and look at the folder structure for the save that was just created. The PS4 will put the saves in a CUSA folder. If that CUSA folder is something other than CUSA09824, then whatever it says is your CUSA.

yes I did, I didn't realise at the time I had to Import it to resign it lol. got everything
Aside from importing it, you can also create a folder on your USB stick like below, substituting whatever drive letter necessary:
E:\PS4\Savedata\0000000000000000
Note that the 0s can be anything. It's just a fake account folder. Take the CUSA folder - not a ZIP, but the actual CUSA folder itself, with the PS4 folders directly inside of it, and put that CUSA folder in the fake account folder. Like so:
E:\PS4\Savedata\0000000000000000\CUSA09824
That's using the CUSA from this thread but it would vary from game to game, region to region. If you do it correctly, you'll see those files inside the Resign menu, without needing to hit the Import button. Leave the fake account folder there when you're done, since you'll use it later for other CUSA folders.
