I think I recall that a patch made that (wiretapping) important even for killing them. In the regular edition, that is, not sure about Definitive. I know from my experience I needed to wiretapping, and when I missed one it glitched the whole save file. I did a speedrun but it didn't record 2 kills (didn't save) but luckily I noticed so in the moment I exited the game and killed each of those 2 while I still could, before assigning their respective districts. Trophy finally popped when I was getting close to my last racket boss of that playthrough, or maybe it was the last.
But there was a further patch after I was done, and I heard that it changed something about how wiretapping affected the trophy. I would just recommend whichever route you pick, being consistent. If you wiretap the first one, wiretap each and every racket boss in that playthrough. I would recommend wiretapping, though, because it sort of slows the game for a moment as it gives you the choice to kill or spare them, then you can focus your eyes on the corner where the save icon should be, then kill them and make sure you see that icon even if it's very brief.

I tested my saves around a month ago and got the trophies to pop, I just used the latest patch and disconnected from the Internet. Don't understand why it's not working for some 🤷ðŸ»â€â™‚ï¸
EDIT: can't remember if the latest patch is v1.12, something like that.
