Firstly, we are going to need these two tools:

IVNeedle @


Files needed:
Common.rpf (make a backup)
Located in GAMESGame_IDPS3_GAMEUSRDIR
Firstly open up OpenIV.exe
and open the Common.rpf

Available mods:
Higher water level.
*water.dat
Open it in notepad and replace fully with this code:

To rise or lower the water level change "14.500" (14.5m)
* be sure to backup your original water.dat in case you want to restore it later

* 2999.0 = water plane size (vertex coordinates)

* 14.500 = height of the water plane (vertex z-axis). If you want heigher water, change all these values the same

* 13 = sets up big waves

* 1.38 = makes unstable waves

Violent city.
*pedpersonality.dat
*peds.ide
|Too big to specify editing, so here is an exerpt|
pedpersonality.dat:
    F_M_Business_02, F, 41, 2, 4, 0.6, 1.6, 2, 50, E, E, , move_rubbish,

! Now to militarize this pedestrian add any of these: core_moves, hits_pool, unarmed_gang, counters_player, firearm_core. This process can be shortened by using the IVNeedle tool.
Premade files:
-All pedestrians have gang affiliation.
-All pedestrians have guns.
-All pedestrians will attack upon shooting.

Open weapons.xml in IVNeedle's weapon editor or Notepad. (IVNeedle's easier)
Some slots are fixed so will not work after editing, but some can be edited:
Fire type
List of available fire types:
PROJECTILE,
ROCKET,
MELEE,
INSTANT_HIT,
FIRE.
Damage type
List of available damage types:
EXPLOSIVE,
BULLET,
MELEE,
FIRE,

Faster cars:
*handling.dat

Open handling.dat in Notepad.
Scroll down a bit and you will find a list of all the car names and a load of numbers.
Now select a car you want to mod, for example the "dukes".
Now search for the number under the text "Ti". The number is the top speed of the car. Now change it to whatever you like, but if you make it too high then the car may be difficult to control.

After you have edited to your satisfaction simply replace the files in the common.rpf and click File > Rebuild.

What mods do you recommend to apply in GTAiv before I update to 3.72?

PS3 mods only work on backups therefore the incapabilities of 3.72 render updating useless.
