I'm pretty sure it's impossible to get an account unbanned.

Dragon is correct, you can't unban an Xbox live account. To do that you would need access to M$'s main servers

I've always used XBLSE without issues. It's free haha but XBL Ninja is suppose to be super good. It costs money tho

I have Xbox with dual nand can i use neighborhood (RTE) on normal dash mode?
