Since lots of information is given by NGU, we decided to write a little application to use with it.
We never had the intension to make an hybrid only tool, so we needed to organize some structure.
But PD tries to make it difficult for us, but we all united can BEAT them!
And it is finally there, in all it's glory, 1.6, 2.14 patch proof!
You can:
Change A-spec/B-spec level
Upgrade/downgrade Credits
Move gamedays (in case you search for a specific car from the UCD)
Gold Licenses
Gold Special events (good to do Vettel, as DS3 player)
Gold A-spec/B-spec events
Change current car to NCD/OCD
Disconnect your borrowed car
Enable/Disable special menu
Globally prevent resetting of your 2.11 hybrids
Reset OCD and UCD
Modify Race Number and font type (for self-created RM/Stealth cars)
And of course do an big amount of things to your car to hybrid it!

For now, this is it! If major bugs come up, we will fix it...hopefully.
Coding has been re-structured and flaws in the car's database has been solved (not all).
Bugs (real ones) have been solved, stolen sources will be detected as we can simulate the bugs!

- Possible Solutions for your problem -
- Download You must login or register to view this content.
- Manually save GT5 in-game before using the tool (Red button in GT Life)
- Skip spaces in the directory structure to your savegame
- Start the tool by clicking the .exe (no shortcut)
- If you move an save from account x to account y. A single restart of GT5 will not solve your PSN issue.
- In case you wonder if anything else gets installed, read the thread. Most has been spoken about
- In case you don't know what something means (Bruteforce, resigning save etc) use the search function on NGU.
- PM's with questions that are not my tool related will be ignored
- PM's with requests to build in things without supplying the correct info to do so, will be ignored.

As Don said, make a new backup from the PS3.
There might be a flaw that occurred, which messed up the decrypting.

How do you get your GT5 back to 2.11? I have never done it before. I don't do any of the seasonals any longer and the only reason I log into the PSN is for the daily bonus. I can live without the daily bonus but I would miss out on the updates of the ODC. I think I would rather make hybrids since I don't have to worry about credits.

Some people have simply mentioned to just delete the game data (not the save game, there's a huge difference in sizes) and re-doing the whole installation to hard disk and installing patches again. Though this time supposedly one has to stop the patches installation when it tries to install the last one as it obviously is 2.12 patch.
As for the OCD, I guess its time for you to try the GT5 Garage Editor (by slim355 and q-k) as it allows you to insert _almost_ every car you could imagine in the game in various colours. Best of all is that you don't have to even spend time redoing the credits because they're free! (well inserting it as ticket form therefore bypassing such restrictions as opposed to buying cars normally from OCD).

in PS3 menu;
-"hulpprogram for gamedata" (second from the top)
-delete GT5
-start up GT5 and reinstall gamedata (it's gonna take a few minutes)
-agree for updates but cancel updates when the game start to download update 22!!!
you have now downgraded to the previous update
if you want to use Slim's and q-k's or Luca's tool again after this, you gonna need to make a new save of your savedata!
when downgraded; just start GT5, save, copy to USB and you can mod again.
and like Tuxsavvy said; use Slim's and q-k's tool to add all the cars you want (DLC's not included!!).

Thank you both for your answers. I already use 1.3.1. I also do a lot of trading on GT Planet. I guess that I would not be able to that any longer as well. It is apparent you can't have the best of both worlds. I'll ponder this and decide which I would rather do.
The main question was how to get back to 2.11 and that was answered.

Heh just as we reaped what we sew so did PD. For every action there is a reaction, for every cause there is an effect. It was fun (this whole game modding and being able to share project cars by either showing off and/or sharing/trading) whilst it lasted.
There are ways to have best of both worlds albeit not simultaneously. One of which was as posted in a reply to a thread that you could get another PS3, though that isn't cheap. The other now has its own thread that you can buy another region of the exact same game title.

just to be able to race with my friend a created a new account, added all cars and updated. so nothing happens with my hybrids on my other account and hopefully one day someone will find a way to be able to go online again with our hybrids.
