************** JIT Debugging **************
To enable just-in-time (JIT) debugging, the .config file for this
application or computer (machine.config) must have the
jitDebugging value set in the system.windows.forms section.
The application must also be compiled with debugging
enabled.

For example:

<configuration>
<system.windows.forms jitDebugging="true" />
</configuration>

When JIT debugging is enabled, any unhandled exception
will be sent to the JIT debugger registered on the computer
rather than be handled by this dialog box.

Save Point
Hey, try this. It saves for me, and works on non-super flat worlds. You can have villages, strongholds, and everything enabled. The only problem, is that you can only edit the host player's inventory.
You must login or register to view this content. I can't use NBT Explorer to edit anything while it's open in the save tool, though. Don't know why.

How do you properly load a world and how do you use the "HasBeenInCreative" part of the tool?

Don't bother trying to edit a world with the save editor, as it only really works with player profiles. I have an updated version that can edit the host's inventory as well as other player's inventories.
If you want to edit if the world's been in creative or not, I'd recommend doing so with NBTExplorer after opening the save with the Minecraft PS3 Save tool.
