Same problem here, seems that "Unlimited Power" freezes my console and God Mode affects Enemies too, 1 Hit Kill too.
For god mode and 1 hit to work correctly you must be the first the enter the area. So if you go into a new area and another player was there first those mods will work for eneimes as well. Hope that helps
As for Ultimate Power freezing your console i will have a look now.
