It will allow you edit mostly every single stat, character, etc...
It has a option to edit how many skill points, your money, masks, and everything inside the treeview is all editable, meaning this save is completely mapped out.
It was one of the hardest to make for sure, but it has finally paid off, now here are some pictures of how the editor looks like:

As you can see all those are the options to edit.
I have spent lots of time on this editor and if you would like to donate I would really appreciate it.
The MD5 hash at the bottom of the save was really difficult :p
I would like to thank TheUnexpected for pointing out a obvious bug I was having a difficult time on :p
YOU NEED .NET FRAMEWORK 4.5!
The app just detections because it has been packed to prevent decompilation

it works on the latest patch! you might have copied the wrong save cuz that was what i was doing and now im editing and adding mods to my weapons and get whatever mask i want!!! 
to make my self clear, in order to have whatever mask you want you have to have a mask bought already here was a tut. that i saw it was for PC but all the IDs were there that you can edit your stuff, you cant add any stuff but remember you can add mods to your weapons or modify you masks into what ever you want

and for all of you need to find where to edit them its in black market tab and to edit your weapons click on the crafted items
blackmarket->crafted_items....
and if you want to change the amounts of mods that you have then go to the inventory tab and should be self explanatory

you should be able to find every mod that you want in the link I provided above!

is there supposed to be a mask tab under the money tab or no cause i saw in some tuts that there was one like i downloaded the updated version and there isnt one there ? so i dont know how to get any masks help from anyone would be nice
