Did you ever try the suggestion you mentioned above? As long as the save show up to begin with in Adavanced Mode, it seems like a solid one to me. You can find most strange symbols in MS Word under "Insert Symbols" or "Insert Characters" depending on version. If they don't show up to begin with, does renaming the file name itself to a number that WOULD show up work, thus allowing your suggested edits to take place? The renaming file idea comes from MrLibido in another thread and seemed to work for him.

If there's a quest marker in front of you, avoid it. Just don't walk that far forward. When Majima forces his way into a fight, you won't be able to see where on your radar. There will just be some random dude on the street who wants to pick a fight with you, kind of like the other fights you get into as you wander about town, EXCEPT that those normal enemies in town appear on your radar. In this case, whoever it is won't be on your radar. But if you bump into them, they'll talk some smack in a mini-cutscene (also different from normal enemies) before you get into a fight. Then start beating on them, and after a little bit Majima pops up in another mini-cutscene.
If you can't find who it is - and sometimes they do move around so can be hard to find - just run around bumping into people right and left but be careful not to go into whatever quest marker you're seeing. If still no luck, there are guides you can find that describe the exact locations on the map where Thug Majima appears. If you can't seem to trigger him at all, you may need to pop in and out of a store nearby his spawn point, run up and bump into everyone you see, run back into the store and out again and repeat. I did that when I was farming him to unlock some things to speed it up.
