Have you contacted the scammer?:- Yes but not about the actions he did.
If yes, What did they say?:- Nothing

Other comments: I am currently trying to dispute it via unauthorized transaction as he sent it to himself via gift.

I was told my another user that I shouldn't have to cancel the dispute on PayPal. There should be an option to agree to give the money back.

Respond to the paypal dispute, if there isn't an option to refund then send a message in the dispute or to paypal saying you want to refund.

Update: NO option to refund as my fees are -negative.

I tried contacting paypal however they seem to be unresponsive for like 30+ hours now..

If it's still a dispute then you can add comments in order to resolve that dispute on paypal. If it has been escalated to a claim then I don't think you can.

If the above doesn't work, there is always a way to get through to paypal if you find the right number.

When I try it says you do not have enough balance to refund.
