Do a barrel roll!
Tutorial:
Step 1: locate your GPAD0_CM.PRF file in PS3/SAVEDATA/BLUS30377-AUTO-/GPAD0_CM.PRF
Step 2: Open the file in any hex editor. I use Hex Fiend because I have a mac.
Step 3: Make sure you have 4 sets of four columns like so:

Step 4: Notice the selected values:

They control your sensitivity and have previously been used to get no recoil but no ability to look around.
Step 5: Delete all the values and replace them with 00 00 00 00
Step 6: Replace the first part of the values with 41-49 these values will allow extremely fast aiming without loosing the ability to look around. I recommend 41 or 42 higher values are nearly impossible to function with.

Weird, isn't working for me, I'll try again and edit if it does. It could have been caused by Sony's Virtual Expander program trying to compress it on the drive even though it didn't actually compress it.
EDIT: Works great, other than on higher numbers you can't look left or right after a while
