have you deleted the game data? you need to delete the game data of the backup your playing to allow access i think. (90 percent sure)

--update--
well, it does install and start to run properly. (put usrdir in a new directory. like this HDD0>PS3_0127>USRDIR) however, it says the game is corrupted and needs to be reinstalled.

This one worked for me on GeoHot's 3.55 CFW... make sure you read the readme file.

Copy to z/GTAIV4/usrdir , then edit param.sfo from hg to GD
