IT says (paypal) That an email has been sent to you regarding the payment and its waiting for you to reply

Now I said I'll send it, then it said I'm limited and can't send.

Reply on the email saying like "it was an un-authorised payment, give him the money back" or something?

I'm talking to them on the phone, they said it would of been needed to send as payment, and your limited so clear that up and we will unlimit. then hungup...

Sorry to butt into this dispute like this.. But there is nothing that can be done unless shaggy gets himself verified.. If the payment was sent as gift (taking from what i saw) paypal cant do much because it was send as a gift. So until shaggy gets it straightened out with paypal to unlimit his account you won't be getting your money back.. and paypal can't do much as the payment was sent as gift.

Pretty much, just wait 90 days...
